Chelmsford's Canine Code Given Thumbs Up by KC Dog
KC Dog, the Kennel Club’s responsible dog owners group in place to help dog owners protect their rights, is keen to highlight the good practice being adopted by Chelmsford Borough Council to promote a welcoming environment for both dog and non dog owners through their proposed ‘Dog Code of Conduct’ at Hylands Park.
The Council is looking for feedback from the public regarding a proposed code of conduct for dogs to ensure a safe and happy environment for all that visit Hylands Park. Some restrictions will apply to children’s areas, food areas and car parks - however 97 per cent of the park (around 560 acres) will remain open to responsible dog walkers.
Hylands Park Visitor Services & House Manager Nicki Matthews, said: “Following some complaints regarding dog and owner behaviour, Hylands has entered a period of consultation to help shape a solution and continue to provide a safe and enjoyable environment for all park users, be they dog-lovers or otherwise.”

KC Dog has responded to the consultation and will continue to work with Chelmsford Borough Council to ensure any measures introduced are fair and proportionate.
Caroline Kisko, Kennel Club Communications Director, said: “The Kennel Club is delighted to see Chelmsford taking such positive action to promote and encourage responsible dog ownership, rather than resorting to the threat of fines and prosecution.
“Research shows that problems often arise simply due to lack of information. Dog owners are not always clear about where or how they should dispose of dog mess or how to deal with behavioural problems. By providing clear advice, Chelmsford will be helping their residents to behave responsibly and save themselves the necessity of dealing with problems later.”
