It's Decision Time on Elmbridge Dog Control Orders
KC Dog, the Kennel Club scheme in place to help dog owners protect their rights, is alerting dog owners in Surrey to a dog control order consultation currently taking place in Elmbridge, which could affect how and where dog owners can walk their dogs.
The proposals would see dog owners penalised for the following actions:
1. Fouling of land by dogs or failing to remove dog faeces
2. Not keeping a dog on a lead in certain areas, including cemeteries, within 100m of countryside car parks and on areas of heathland (if protected ground nesting birds are found to be breeding)
3. Not putting, and keeping a dog on a lead when directed to do so by an authorised officer
4. Permitting a dog to enter land from which dogs are excluded, including play areas, fenced sports areas, ponds or lakes, park flower beds and conservation areas
5. Walking more than three dogs per handler in designated areas.
Full details of the orders, including maps, are available for inspection at Elmbridge Borough Council, Civic Centre, High Street, Esher, Surrey KT10 9SD, at local libraries in the borough and at the Elmbridge Xcel Leisure Centre, Waterside Drive, Walton on Thames, KT12 2JG, or online at www.elmbridge.gov.uk.
The consultation closes on Monday 30th November 2009. All responses should be sent to Dog Consultation, Elmbridge Borough Council, Leisure and Cultural Services, Civic Centre, High Street, Esher, Surrey, KT10 9SD.

Caroline Kisko, Kennel Club Communications Director, said “It is vital for dog owners to make their views known in these last days before the consultation closes. Orders such as restricting the number of dogs that can be walked by one person are nonsensical as it may be difficult to control two very large dogs, but easy to control eight small dogs. Blanket bans simply do not work and punish the majority for the faults of a few. This is why it is important for people to respond in order to get the balance right and the best outcome for all.”
