ITEM 3. MATTERS ARISING/RESULTS OF RECOMMENDATIONS
a. Bloodhound Trials - Amendments to Regulation I(D)11)
The Council is invited to note that a meeting of the Bloodhound Representatives was held in April 2008 and a review of the amended regulation is in progress.
b. New Gun Law
A report will be tabled on the impact of the new gun law (Violent Crime Reduction Act 2006) on the use of starter pistols in Working Trials.
c. Surrey Dog Training Society Mrs C Brooks
Proposed amendments to the Requirements for the Open Companion Dog Stake: Following discussion at the Council’s January Meeting.
Surrey Dog Training Society believes that since very few handlers already in trials wish to enter the Open Companion Dog Stake, it will have more use and purpose if it is amended to provide a less daunting, graduated introductory stake for newcomers.
In summary, the amendments proposed are:
Group I marks remain as at present but
- extra commands are allowed in the heelwork
- a maximum send away distance is introduced (50 yards)
- the ‘sit stay’ is reduced to 1 minute and the ‘down stay’ is reduced to 5 minutes
Group II marks remain as at present, but
- the heights of the Clear Jump and Scale, and the span of the Long Jump are reduced
Group III group qualifying mark remains as at present, but
- the Retrieve is marked out of 5 (instead of 10) with additional commands permitted
- the Search is marked out of 25 (instead of 20); the square size is increased to 20 yards, the number of articles placed is increased to 4 and the minimum number of articles to be retrieved is increased to 3.
The intention behind these changes is to make CD Open more achievable than at present, but at the same time to increase emphasis on the Search exercise.

viii Proposed Amendments to Regulation I(C).11 Search

ITEM 4. PROPOSALS FROM SOCIETIES/PRIVATE INDIVIDUALS
a. Yorkshire Working Trials Society Mr E Carpenter
Proposed amendment to Regulation I.29 (Animals Allowed at an Event)

No animal other than one officially entered shall be brought into the precincts of a Dog Show during its continuance, except any dogs registered to assist the disabled, or dogs required for educational or instructional purposes or by permission of the General Committee.

This amendment is proposed as Yorkshire Working Trials Society believes that the present rule does not work for working trials. Because a trial is run over a wide area rather than a single venue it is difficult to define "within the precincts of the show". Also as trials are run over several days, many judges and workers have to take their dogs with them. The proposal seeks to resolve both of these matters.
ITEM 5. KENNEL CLUB WORKING TRIAL CHAMPIONSHIPS
a. Host for 2013 Kennel Club Working Trial Championships
No applications have yet been received from Societies wishing to host the 2013 Kennel Club Championships. Any interested Society is requested to apply in writing as soon as possible, so these applications can be discussed.
b. Ballot for Judges for the 2011 Kennel Club Working Trial Championships
The Council will be invited to vote on the nominations for the Kennel Club Working Trial Championship 2011, to be hosted by Yorkshire Working Trials Society.

ITEM 6. JUDGES WORKING PARTY
Mr Gilbert will give a verbal report on the progress of the Judges Working Party.

The date of the next meeting will be confirmed in September 2008.
NOTES:
1. The Kennel Club will reimburse standard rail fares to all representatives attending the meeting, from their addresses as recorded at the Kennel Club. Claim forms will be available at the meeting.
2. Those resident in Northern Ireland of Scotland may apply in advance for authority to substitute shuttle air travel for standard rail fare. Although it is requested that tickets are booked well in advance to take advantage of any reduction in fares.
3. Please give advance notice of matters to be raised under Any Other Business. This assists the Office if research is required. These items are discussed at the discretion of the Council.
4. Kennel Club Liaison Council Regulations state that the Kennel Club will bear the cost of all reasonable and externally incurred costs connected with a Council, if agreed in advance. Therefore, representatives should apply to the Kennel Club for approval of any costs they may wish to claim prior to the expense being incurred.
